either fuction - is it true random?

New to using Twine; I've put together a simple story, but getting some odd behaviour with the either fuction.
When the story is loaded up on a device for the first time, it always seems to pick the first possible result. If I hit refresh a few times, I can see it's rolling one or the other each time. But, this means for a new player on a first playthrough, it's not going to be random.
Is this a known issue? Has anyone seen this before? (or maybe I'm just being unlucky)
