Publish to File from Twine2 Mac incompatible with Safari?

I'm using Twine 2.1.3 on Mac OS Sierra with Harlow 2.0.1

When I select "Publish to File" for my story, it saves an HTML file that I can open and play perfectly in Chrome, but Safari gives me a black screen.  Is this a known issue? is there a workaround?

The download mechanism used by Twine 2, used during Publishing and Archiving, is not well supported by Safari.
