What is the first step in making stylesheets?

I'm using Harlowe, 2.0.10.

I want to change the font, color, etc. of all of my passages. I understand that I can do this with stylesheets... but how do I make/use a stylesheet? I have a passage called "stylesheet" but it doesn't seem to change anything in any of my passages. (They're still the default fonts, etc.) I've seen a lot of help and advice and suggestions on what can be done with stylesheets, but I can't find anything that helps with actually starting or creating one in the first place.

Also, if you're running it in html5 your only options will be web safe fonts and colors. If you do a general google search for "web safe fonts" you'll see what i mean.

Web-safe fonts are important, especially as fallbacks to web fonts (like Google Fonts), but I'm 99% positive the need for browser-safe colors are pretty much dead. If you're interested in a history lesson, this archived article has the facts, but sadly no illustrations.

Colour pallets can be a complex issue, especially if you consider Accessibility.
