Adding French in CharEncodings.tws (in the github testdata folder)

I was curious and was looking at the github. I saw a folder called "testdata" and a Twine file called "CharEncodings.tws". There's a couple languages in there that I assumed are used for testing purpose and to check if Twine can import and export in all these language.

I see that French is missing. Would that be useful for me to provide some French sample text?

That file is out-of-date and no longer used. All Twine output is in UTF-8, so other encodings aren't necessary.
