I'm trying to just add on to a passage with each new passage so the new content would be at the bottom, is there a way to have it aromatically start at the bottom of a passage?

I'm not sure about doing it in an aromic manner (lol), but there is probably some way. You haven't really told us much and a sample of the passage would be nice but if you're doing what I think you are, this might help:

basically instead of making new passages use the (link:) macro and it will just create the new text and you won't go back to the top of the passage.

All current formats require passage transitions to manage parts of their own engines, including Harlowe, so while the effect (called stretch text around these parts) is sort of possible using macros, it is not recommended. Harlowe has some very early / incomplete stuff in its engine to handle some parts of this, but it isn't usable right now. That may mean it'll be an option in the future, it may also mean it was an abandoned idea.

I made a stretchtext story format for Twine 1 and 2, Paloma, which works more or less like Snowman.  In Twine 1 you can also use Jonah.

Yeah, I forgot to mention Paloma, though I haven't used it myself, I've been meaning to check it out. But it's hard to recommend Jonah when it doesn't seem to work anymore on Safari (from what I've heard, I don't have ready access to an iOS device to test), along with the other Sugarcane-based formats. Something to do with the way they access local storage.

I recall some issues when opening stories in old formats locally, but I don't think hosted stories have completely stopped working for Jonah or any other old format.  (I was going to check philome.la, where they seem to be popular, but it's down at the moment.)  Depending on the use case, Jonah could be the best option despite its drawbacks.
