help with OR syntax

I would like to know the proper syntax if someone could help

<<if $top neq 1 or $bottom neq 1>>

<<if $top neq 1 or if $bottom neq 1>>

<<if $top or $bottom neq 1>>

None of these worked for me when they should have (either $top or $bottom wasn't 1)
