The .html file either needs to be given to people directly (like sending it to them via email as an attachment or dropbox), or you need to host it on a website.
Both of the above links will only work for you on your local machine when using your own web-browser, they are not accessible to others.
Twine 2 does not store any part of your stories on it's website.

The above link references a file on your local hard-drive, so it is not accessible to anyone else.
If you want others to view your story you need to make a copy the above file and upload it to a file hosting website like philome.la or Dropbox.
