how do i do a goto link within twine 2.0.10?

I've been trying to a "go to" link for ages and can't manage to get it.
Can anyone help?

You need to state which Story Format you are using when you ask a question, as answers can be different for each one.

When you say a "go to" link do you mean:

a. A markup link:
The How To Create Links section of the Twine 2 Guide explains that.

b. The goto macro:
note: A goto macro is generally used in combination with other macros like if, click, link, etc.... and the syntax used depends on which Story Format you are using.
