It depends on what you mean by "working".
You can add attachments to a PDF file but the end-user will still need to run the attached Twine Story HTML web-application file within a web-browser, because while you can embed working Javascript within a PDF file there is HTML render / Document Object Model for that Javascript code to interact with.
