Maps and other things

Question

How would I be able to make a map? The player will be able to click areas on the map to move and they will be represented as an icon.I want them to be able to have 3 maps, A world map, region map, and an location map.

There may be better ways to do this, but I'd use the HTML <map> tag over the top of a drawing of a map.  This website generates the <map> code for any image.
