I downloaded the latest desktop version 2.1.3 and tried the on-line version of Twine. It is saving HTML files (For example https://drive.google.com/file/d/0B8mM_ZOwwovNb0xzRVhGaDJLcGM/view?usp=sharing but they show up as blank in Chrome and Firefox, although sometimes it flashes my story up before reverting to an empty screen asking me to create my first story. Nothing happens if I use import. In Explorer, my story comes up but it is uneditable and no tools icons appear (https://goo.gl/photos/Jp9qFc9YqdEh4Nr48). I used the default style and also tried another but no change.

Help and advice much appreciated as Twine appears to be exactly what I need for this project. Thanks.

For the executable release

If you're attempting to load the files from your Documents\Twine\Stories directory, then that is your problem.  Those HTML files are the individual project archives for your stories/games, not compiled HTML files.  If you wish to produce a compiled HTML file, then you need to use the Publish to File menu item—that will open a standard Save As dialog.

 

For both browser-based releases (online and offline)

You cannot use your browser's default page-saving mechanism, which is exactly what it appears you've done based on the file you linked.  As with the executable release, if you wish to produce a compiled HTML file, then you need to use the Publish to File menu item—that will use your browser's default download action, whatever that happens to be.
