When I last used Twine, there was a beautiful blueprint blue background for the storymap. I've recently installed it on a new computer and find that there are only "light" and "dark" themes. Is there a way to get back the old blue one?

The "light" theme is nice enough, but a bit bright for me and the "dark" theme has issues with contrast.

If there's no way, I'll try to adapt, but miss the blueprint blue. Enough so that I'm genuinely considering whether or not I have an older version stored away I can use instead.

Not that I am aware of.

I strongly suggest you create a new issue on the Issues page of the Twine 2 project repository asking for a 'blueprint' theme to be added to the list of existing themes, if you don't then there is no real way for the developers to know that such a theme would be welcome as Q/A's on this site can easily be missed by anyone that doesn't read them on a daily bases.
